Foreign nationals living in South Korea can begin applying for digital ID cards on Friday, January 10th, using the Mobile IDentification App, which is compatible with both iPhone and Android smartphones.
The mobile ID card is available to foreign nationals who are at least 14 years old and have a smartphone registered in their name. The digital card can be used to confirm one's identity in establishments including public institutions, hospitals, and convenience stores and has the same legal validity as the real card.
Similar to a physical card, the digital ID has the same legal validity. The Interior Ministry claims that hospitals, convenience stores, and public organizations can all use digital copies of residence cards. In order to permit the use of mobile residency cards for identity verification in digital financial services, the government is also attempting to cooperate with significant banks and associated organizations.
An integrated circuit chip will be incorporated in cards issued after January 1st of this year, allowing holders of those cards to issue their mobile residence card without going to an immigration office. Through the mobile application, a digital version can be downloaded instantly by tapping the residence card that has an IC chip inserted in their smartphone. The others will have to visit the immigration office for a special QR code.
One can apply for a mobile residence card in one of two methods.
Go to the immigration office.
After visiting the immigration office in their area, users can use the Mobile IDentification App to scan a QR code at the immigration office to obtain a digital copy of their residence card.
The Ministry of Interior and Safety claims that this procedure is "quick and relatively easy," free, and permits instant issue.
However, one will need to return to the immigration office to repeat the aforementioned procedure if they wish to redownload the mobile ID program after deleting it or transfer to a different phone.
On a smartphone, tap the ID card with an IC chip.
After using the Mobile IDentification App, card carriers will be able to touch their physical residence cards on their smartphones thanks to an integrated circuit chip incorporated in cards issued after January 1st of this year.
Foreign nationals can register at the immigration office that covers their area of residence to acquire their IC chip-enabled ID cards, even if they already have a residence card that was issued prior to January 1.
In contrast to the QR code scanning option, the IC chip-enabled ID card will take up to two weeks to arrive, and the card will cost 35,000 won ($24) to issue.
Following receipt of the ID card with an IC chip, customers can download the Mobile IDentification App, touch their ID card onto their smartphone, and obtain their mobile residence card in this manner.
If a user switches devices or wants to redownload the mobile ID card app after deleting it, they may also use this identical tap method to reissue their mobile ID if they have an IC chip-enabled ID card.
