Government24 (정부24) is South Korea’s official online e-government portal, operated by the Ministry of the Interior and Safety. It offers a one-stop platform where residents — including foreigners — can access a wide range of public administrative services, from certificate issuance to civil complaint filings and policy information.
It consolidates over 12,000 government services, with around 1,300 available online, including document downloads and applications.
Key Services for Foreigners
Government24 is also open to registered foreigners living in Korea. Here are some of the most useful services available:
1. Certificate of Alien Registration
Required for: Opening a bank account, getting a phone plan, applying for visas, and more.
Can be downloaded in Korean or English.
2. English Certificate Issuance
Many certificates, like residency or immigration status, can be issued in English.
Useful for embassy, employment, or international use.
3. Mobile Alien Registration Card (from 2025)
South Korea plans to implement a digital version of the alien registration card, available via smartphone.
4. Car & Driving Services
Foreigners who own vehicles can check car registration and issue driving records online.
5. Financial & Business Support
Includes small business information, subsidy applications, and consultation services, also available to foreigners with legal residency.

Choose to download instantly or request delivery by mail (delivery may incur a fee).
