STAX allows individuals and individual business owners to register. Seoul's official FAQ confirms that membership registration is available through both ETAX and STAX.


The exact screens can change when the app is updated, but the general process is:

  1. Open STAX.

  2. Select 회원가입 (Sign Up).

  3. Select the appropriate membership type.

  4. Agree to the terms and privacy information.

  5. Enter your required personal information.

  6. Complete the required identity/authentication process.

Important for Foreigners

Korean government tax services are built around Korean identification and authentication systems, so having an ARC does not automatically mean that every registration or authentication method will work exactly like it does for a Korean citizen.

Can You Use STAX If You Live Outside Seoul?

No.

This is a very important distinction.

STAX and Seoul ETAX are Seoul's local tax payment services.

If you live in Busan, Daegu, Incheon, Daejeon, Gwangju, Jeju, Gyeonggi-do, or another region, you should not assume that STAX will show your local taxes.

Seoul's official FAQ explicitly states that ETAX/STAX are for Seoul local taxes and cannot be used to pay local taxes from other regions. For other regions, Seoul directs users to Wetax (위택스).


What Is Wetax?

Wetax (위택스) is the nationwide local tax service used for local taxes outside Seoul.

Think of it this way:

Seoul → STAX / Seoul ETAX

Other regions → Wetax

This is one of the easiest ways to remember the difference.

If your tax notice is from a local government outside Seoul, look for 위택스 (Wetax) rather than trying to use STAX.

The important thing is not necessarily which city you are originally from or where you are registered nationally. Look at which local government issued the tax.
