In Korea, utility bills refer to bills such as electric charges, gas charges, water charges, etc. If you are here, you should pay the utility bills every month according to how much you consumed at the time.
To make the payment, you should receive invoices for your utility bills, called GIRO. With GIRO, you can pay your utility bills in person at banks, online, or by automatic withdrawal and smartphones. Some of the house contracts have included utility fees, however, most of them don't so make sure to check with the owner when you rent your house.
There are 4 ways that you can use to pay utility bills: Online, Offline, Automatic Withdrawal, and Smartphone payments.
For water charges, gas charges, and electricity charges you can use the GIRO app, or install their own apps so you can receive and check the bill. It is easier to have an app installed on your phone than to check the mailbox each month to see how much you have to pay, but in any way, you can choose the most convenient thing for you.
1. Using GIRO:
Account transfer method
Visit www.giro.kr
Log in with your user ID and passwords, if you don't have an account just make one. You can also access the site with your banking service certificate (공인 증명서).
Click ‘[지로/공과금납부] (GIRO/Utility Bills Payment)’ and then click ‘[일반지로요금] (General GIRO Payment)’.
Then put your GIRO number and click ‘[이용기관 확인] (Check companies where I should pay my GIRO)’.
Put your payment number into the ‘전자납부번호’ section and click ‘[조회] (Check)’.
Confirm the agencies, the notified amount of the fee, and the due date to pay the utility bills. Then click ‘[상세보기] (Detail View)’.
Choose your bank account and enter the first 6 digits of your certificate of alien registration and your bank account passwords to pay the utility bills.
Enter the password of your banking service certificate.
Check the payment confirmation page. (Use it as a receipt)
Transfer method from your Internet banking
Open your internet banking app that you use for transferring money to your landlord or friends
Then press transfer (이체) and input your amount from your bill
Choose the correct bank (the one you use) from the invoice
And copy the account number in your internet banking app
Finish the transfer by inputting the correct numbers, password, and so on

2. Payment at Bank
Face to Face Payment with the Bank Clerk
Take a number and wait.
When your number is called, ask the bank clerk how to pay the utility bills.
Payment Using ATM Machines
Visit the bank ATMs with your GIRO, bankbook, or credit card.
Download a receipt from your GIRO and keep it, or just take the invoice that you received by mail/email with you
Click on the ‘GIRO payment’ on the screen. Then put your GIRO into the slot and click on the ‘Complete insertion’.
Or, insert the bankbook/credit card into the slot, press transfer money, input the account number written on your invoice, then the amount
Check the amount of your bill. If you don't have any more to pay, press the ‘[OK](Confirm)’ button.
Enter the 4 digits of the password.
Print a receipt and confirm whether your task is done well.
3. Payment at Convenience Stores
Face to Face Payment with the clerk
Bring your GIRO or invoice received by mail/email and visit convenience stores such as CU, GS25, 7-Eleven, etc.
Give your paper to the clerk. The worker will help you. Usually, you have to pay the whole amount, so if you have a bill that you can't pay, don't use this method
Payment Using ATM located inside the convenience store
From 7 AM to 11:30 PM, check the electronic payment number on the bill and go to the ATM.
On the ATM screen, click on the 'national tax/local tax/utility fee, and transmittal fee/lawsuit’.
Choose the payment type (credit card/cash card/debit card).
Choose the type of utility bills to pay such as national tax.
Enter the electronic payment number written on your GIRO, or the account number from your invoice.
Confirm and select payment details.
Complete your payment after selecting ‘payment by installation’ or ‘lump-sum payment’.
4. By automatic withdrawal
For water charges & gas charge
Visit www.giro.kr.
Log in with your user ID and password.
Click '자동이체 신청(Automatic Withdrawal)' on the main screen of www.giro.or.kr.
Select '일반지로요금(=Total Tax)' for gas bill payment or '지방세(=Local Tax)' for water bill payment.
Check the '동의함(=Agree)' on the next screen.
On a form, write down your customer number and phone number. Select your bank and withdrawal bank account.
**Check the customer number in the upper right corner of your GIRO!
Complete your Automatic Withdrawal application!
For everything
Call the company, give them your details and they will make it for you. (this works for the internet and phone also)
For electricity charges only
Click '자동이체 신청(Apply for automatic withdrawal)' on the main page of cyber.kepco.co.kr
Click '신청(=Apply)' on the next screen.
Select where you live (‘강원, 충북(Gangwon, Chungbuk)’ or ‘전국(Nationwide)’).
Enter the electricity bill account number after selecting 'Customer Number' under search conditions.
**Check the customer number in the upper right corner of your GIRO!
Click '신청서 작성(Create Application)'.
Enter the information the page says. Fill out the applicant information, and direct debit information, and click "신청(=Apply)" to complete the application.
5. Payment with your phone
* Follow the guide of customer service representatives.
For water charges, call regional waterworks customer service centers. (ex) Seoul: Call 02-120-ARS 9 for consultation interpreting service.
For gas charges, call the KEPCO Customer Service Center. The number is 123.
For electric charges, call the customer center of the city gas company in your area. (ex) Seoul: 1588-5788
6. Some other online applications that you can use
Kakao Talk
Click Kakao Pay (speech bubble) in the "더보기(More)" tab at the bottom (Click on the area directly below the profile)
Click on the '서비스(Services)' tab.
Go to the ‘청구서(Bills)’ section. Then choose the type of bills to pay (electricity, gas, local taxes, national taxes, etc.).
Select QR code payment -> Scan the QR code of your GIRO or the one on the invoice that you received in the email or mail.
Pay your bills by account transfer or credit card registered at Kakao Pay.
Naver App
For local taxes: property tax, auto tax, registration license tax, resident tax, and non-tax revenue (penalty, etc.) which differ for every region.
Access Naver Pay on the top right of the main screen of the Naver app.
Click the 'Notice/Payment' in the center of the Naver Pay page.
Go to the 'QR payment' on the top right of the Notice/Payment page.
Scan the QR code on your GIRO or invoice that you received by email/mail.
LG U+ app (for phone, if you use this carrier)
Open the app
Press 요금 명세서
Then choose 요금 즉시 남부
Write all the correct information in the spaces
Then press 확인
Your money will be withdrawn from your account
Gas app
Open the app
On the screen press 요금 남부
Then on the next page, choose the invoice you want to pay and press 산택 요금 결제
After inputting the amount, then press 결제 하기
Input your information and press 확인
Your money will be withdrawn from your account
